Well as of Sunday the 29th we have Newt Gingrich on the television making proposals with regards to experimentation with troubled urban school districts, troubled like Detroit you say, so far as suggesting to pay students for good attendance and marks. The problem is far greater than simply getting the students to attend, the problem is a self sustaining system of institutional dysfunction and criminal behavior that runs strong and deep as the salt mines beneath the city. As todays story from the Detroit Free Press details, "An independent investigation into irregularities involving at least $46 million in wire transfers from the Detroit Public Schools has led the district to consider seeking criminal charges against current and former contractors and employees."
